We are looking for a Senior Government Specialist / System Design Engineer to perform system engineering and management tasks in our team. You will be part of a group that will propose, develop, and maintain network and application solutions for emergency communications for the Department of Homeland Security (DHS). This work includes functional analysis (e.g., infrastructure, workload, risk, benefits, etc.), technical solutions, and presentations, briefings, and white papers and assisting the team with AT&T's broader business development efforts.
Job Responsibilities are as follows:
Technical support for priority telecommunications contracts including Wireless Priority Service (WPS), Government Emergency Telecommunications Service (GETS), and Special Routing Arrangement Service (SRAS).
Propose and develop system requirements and solutions for any project
Translation of technology implementation into simulation models
Brief the customer about the results and outcomes
DoD Secret (#Secret)
The System Design Engineer will work with partner organizations and customers to propose and develop system requirements and solutions for any project.
Must be able to translate queuing, feasibility and capacity models as well as implement technology into simulation models as needed to measure the impact of various traffic scenarios used on AT&T Mobility for priority service.
Must communicate within the project team to set deliverables and expectations (eg, time/resource requirements).
Will work within industry forums to develop relevant requirements for AT&T's National Security / Emergency Preparedness products (eg, GETS, WPS, etc.)
Understanding of AT&T wireless and wireline access networks, our TDM and IP core networks and our OSS/BSS systems, signaling protocols (eg, ISUP, SIP, XMPP), programming languages and security requirements.
Implementation of OSI Layer 3 through Layer 7 knowledge is expected.
BS in Mathematics, Computer or Electrical Engineering or equivalent.
Excellent verbal and written communication skills.
Some travel required.
Desired Qualifications:
A minimum of 5 years of experience in communication service specification and enterprise system design, development, integration, evaluation and testing of enterprise-wide IT systems and NS/EP services.
Plan formulation and implementation
Must have proven ability to understand the big picture (customer needs and service architecture), analyze the interrelationship of multiple components required to implement complex communication services, and embrace technical details (eg, systems engineering requirements and service flows).

Our Government Senior Specialist Systems Design Engineer earns between $118,800 - $178,200 annually. Not to mention the other amazing rewards that AT&T offers.
