Major duties include but are not limited to:
Acts as Contracting Officer's Representative (COR) for assigned contracts;
Prepares contract packages;
Reviews all outside contracted services to ensure appropriate, high quality workmanship;
Acts as budget and financial advisor;
Develops, formulates and provides all necessary data for annual budget forecasting;
Exercises funds control authority and establishes internal control procedures to ensure funds are used in accordance with operating plans;
Researches and reviews invoices for validity, completeness and accuracy of account data;
Acts as timekeeper for employees using VA time and attendance systems;
Provides for the full administration of reporting, evaluation and requirements related to accreditation of medical centers;
Conducts internal review, quality and productivity initiatives for biomedical engineering services; And
Performs other related duties as assigned.
Work Schedule: Monday-Friday; 8:00am-4:30pm

To qualify for this position at the GS-9 level, you must meet one of the following:
Experience: You must have at least one (1) full year of specialized experience in the Federal Service equivalent to at least the next lower grade level (GS-7) that has given you the specialized knowledge, skills, and abilities necessary to perform successfully. The duties of an administrative officer, and are usually of or related to the work of the position filled. Creating special experience reports; scheduling meetings; Submitting requests/work orders; preparing timecards for submission and processing; solving timekeeping problems; Preparing and submitting requisitions for recruitment,
Promotion, reassignment, and disciplinary action; Managing and balancing the financial aspects of the general fund control point and procurement process. Note: Experience must be fully documented on your resume and must include job title, responsibilities, month and year start/end dates, and hours worked per week. ~or~
Education: Successfully completed a master's or equivalent bachelor's degree or two (2) full years of progressive higher-level graduate education leading to such degree or LL.B., J.D., if related, which demonstrates the requisite knowledge, skills and abilities. Combination: An equivalent combination of successfully completed graduate level education (after the first year) and specialized experience described above, which may be used to meet the total experience requirement for this grade level. Physical Requirements: Work is primarily sedentary, although some light physical exertion may be required. Work environments involve everyday risks or discomforts that require general safety precautions in places such as offices, meeting and training rooms, and private or commercial vehicles.
Taking service credit for earning annual (vacation) leave: Federal employees receive annual leave at a rate (4, 6 or 8 hours per pay period) based on the number of years they have worked as a federal employee.
